CHARLESTON — With severe thunderstorms, heavy rain and high winds forecast throughout the state through Sunday, Gov. Patrick Morrisey issued a state of preparedness for all of West Virginia’s 55 counties on Wednesday. “I am urging all West Virginians to heed weather warnings over the next few days as severe storms make their way across the state,” Morrisey said in a release from his office. “As we continue to monitor developments, I have directed all state agencies and resources to prepare to respond as needed.” The National Weather Service has predicted rains causing localized flooding, and high winds that could cause power outages throughout the state, the release said. In Parkersburg, the Weather Service forecasts a 90% chance of rain today and Friday, with a 70% chance Saturday and 90% again on Sunday. A flood watch is in effect through Sunday morning. The Ohio River is projected to crest at Parkersburg at 30.6 feet Saturday afternoon, just under three-and-a-half feet below flood stage.
