Hospital debts come to EUR 250 million: health minster

Bulgarian hospitals’ debts come to more than 250 M euro, Health Minister Nikolay Petrov said in an interview for bTV channel. Worst-off are key hospitals in Vratsa, Vidin, Burgas and Stara Zagora.

Nikolay Petrov said embezzlement had declined of late. He pointed to the main reasons of indebtedness that include a relatively large number of people who do not pay for health insurance and the fact that the value of clinical pathways has not been updated since 2006. Also state and municipal hospitals are obliged to accept uninsured patients and have to pay for costs above set limits which drives them into debt.

Petrov identified emergency medical aid as a particular weakness of the health system. It suffers from a permanent staff deficit due to low pay.

Regarding heavy paperwork in Bulgarian healthcare Minister Nikolay Petrov said that a health card would be introduced in 2018. This will be a plastic card allowing access of GPs, other doctors and pharmacists to the health dossier of the patient. The card will be offered free of charge.
